I think I found out the issue: that RCI mod also modifies the SimCity-Scripts287520926.package file but since the instruction here said C:\User\insert your user name here\Appdata\Roaming\SimCity\EcoGame and on the RCI mod it said C:\User\insert your user name here\Appdata\Roaming\SimCity\Packages so I thought it would be fine. I've tried monkeying with the Timbuktu regional map and it really has been twisted by the developers for use as a tutorial.
